Shortage of nurses has become a big issue in the health industry. This has led to several effects on the nursing education. In their article Glazer and Alexandre (2008) argues that failure to deal with the issue will cause trouble to people whose lives hang on healthcare. In their article revisiting the American nurses’ association first position on education for nurses Donley and Flaherty (2002) summarize the 1965 position paper into three parts; “autonomy and financial control, the nature of nursing practice, and the nursing supply. This paper examines the effects of shortage of nurse on nurse education, entry into nurse education and whether it’s important to set masters degree as the least qualification to attain in this line of profession. This paper also looks into works of various authors about the 1965 position paper.

Literature review

 Donley and Flaherty (2002) summarize the 1965 position paper into three parts; “autonomy and financial control, the nature of nursing practice, and the nursing supply (n. p).

Autonomy and financial control

Donley and Flaherty (2002), describes that in 1965 nursing was managed by hospitals and physicians and that nursing’s statement of autonomy was needed for one for one to join the practice. They note that the paper pointed out the need for care of patient more than the education of students and that all these limited opportunities to join the profession.

Nature of nursing practice

Donley and Flaherty (2002) states that “in 60’s, community follow the lead of academic health centers and invested in technology. Medical and nursing practice became more specialized and technologically advanced” (n. p).  They further describe that hospitals were alarmed with increasing number of nurses in 1965.

Nursing supply

Answer to demand of nurses was to supply them in the past, however, the 80’s shortage led to other idea of solving the issue (Donley and Alexandre, 2002).

Need for nursing master degree

The need for more nurse and their education were the worries of health facilities managers (Mahaffey, 2002).Glazer and Alexandre (2008) quotes Hinshaw (2001) that “shortage of nurses requires the educational programs of the profession to supply more graduates. The shortage of nursing faculty limits students’ enrolments and likely decrease the number of graduates. ” (p.1). Hence this calls for the additions of institutions that train on this area of profession. This is a positive impact on economy though it means the need for funding. The state has since seen the need for nurses and hence granting funds for the nursing education (Glazer and Alexandre, 2008).

According to Gosnell’s article (2002): “The topic of ‘entry into practice’ is one that has plagued nursing in decades. Throughout this period, position statements have been regularly forthcoming from various professional organizations, no doubt the most remembered being the ANA “First Position on education for Nursing” of 1965 (n. p)”. He argues further that joining nursing profession has the most controversial matter (Gosnell, 2002). Therefore if joining this practice is difficult, then we would expect to have trouble with workforce. This means people won’t be able to access healthcare as they should.

 The kind or level of education is also important in nursing field. Gosnell (2002) points out that: in the earlier 60’s, 75% of nurse had a diploma, 16% with bachelor’s degree and associate degree had just began. He notes that by year 2000 diploma education dropped to 6% as nursing degree education increased to 30% and associate degree education mount to 60% (Gosnell, 2002).  Despite these results Gosnells states that nurses are still behind educationally and  professionally compared to the other health professionals. This is scary since given any medical error; it would cause a loss of life. Gosnell (2002) looks at the works of Donley and Flaherty as that there is not difference in the then and today’s situations in the nursing sector in the article; revisiting the American nurses’ association.  

The intensity of lack of nurse today and its continuing growth must be identified as a health crisis and be addressed (Glazer and Alexandre, 2008). According to them there is need to provide funding for nursing schools and that the nursing education policy should centre on increasing graduate and bachelor degree programs. Doing this would affirm that they would sufficient competent nurses at any healthcare facility.


Knowing that most nurses join the practice with diploma education, it is a good idea that they be given chance to proceed to higher level such as bachelor degree and masters program by providing them with finances (Glazer and Alexandre, 2008).There is need therefore to establish a mark in the level of education one should attain in this field.  Invoking the need to have a master’s degree would not only be important but also wise in the near future. It is very significant to have nurses acquiring a master degree to ensure a future with good healthcare services.
