Who typically owns airport in countries other than the United States?

            In other countries, airports are owned by either by the local, regional, or national government. Several states run their own commercial airports. For instance, the federal government owns the airport at Pomona, New Jersey that is part of the federal aviation administration. In most countries such as Kenya, South Africa among other countries, commercial airports are owned by the national government. They are operated by the states ministry of transportation.

  1. What is privatization?

            Privatization refers to the process of transferring businesses, which are state-owned, controlled and run by the government to the private sector. Through privatization, control is transferred from public sector to a private sector. It involves selling the state-owned assets to the private sector. This is often achieved through listing the new private company on the stock market. This process is sometimes s referred to as outsourcing. It is used to describe the transfer of public services airport property and facilities and lease them to a private company to build, operate and manage. Privatization is the process used by the government as a source of revenue, for efficiency improvements and cost reduction for taxpayers.

Port authorities are responsible for owning land for airports, setting fees and operations of airports and terminals. In U.S, the airport authority is used for a quasi-governmental operation model. Members of airport authorities have taxation and zoning powers.

            A viable and efficient transportation system and management is a fundamental and necessary component to the economy of any region. Therefore public relation as a management function helps airport managers develop and maintain relationships with all the key public and stakeholders by effectively communicating with these groups. Communication ensures satisfactory, long-term, and trusting relationships with the public and stakeholders. Airport managers need to posses public relation skills and knowledge to effectively manage public information, public relation, community relations, and marketing development activities for the airports. Airports authorities deal with transportation services for goods and people. Thus, public relations equip managers with abilities to manage the budget for public affair programs, establish and maintain good working relationships with representatives of other airport departments. Airport managers with the great understanding of public relations posses the ability to prepare comprehensive written report detailing plans for the promotion of airport facilities and services. Public relation professionals gain access to effective management by providing essential information and counsel necessary to make an important decision for the organization.

Essentially, public relation is an important function for airport managers that enable them to acquire the advanced knowledge of strategic public relations, including research and evaluation that demonstrate business acumen to be part of the management team. Through their communication planning and management, public relation practitioners build and enhance organizational reputation, build and maintain relationships that are important to the organization and its goal. Additionally, public relations knowledge for airport managers makes them responsible for monitoring and adaptive in responding to changes in the external work environment, that includes issues, expectations, relationships and reputations and contribute to the maintenance of an effective working environment.

  1. What are the primary objectives of an airport’s public relations process?

(i)Establishing the airport in the minds of the external public. This objective ensures that airports facilities are dedicated to serving the customer’s interest. In many countries, airports work together with business-related organizations in preparing brochures that contain accomplishments of great interest for the airport in meeting both the local and the entire community’s  needs.

(ii) Answering all the general and environmental complaints. Airport authority is subjective to answering individual complaints by developing a good report in collaboration with its neighbors and concerned citizen groups.

(iii) Establishing working environments that promote good relationships with publics whose share similar interests with airport management.

(iv)  Communicating with the external public with an aim of enhancing goodwill. For instance, making media announcement regarding the proposed new developments.

(v)Finally, promoting the programs that are designed to boost employee morale in the organization.

  1. What type of formal training and education programs exists for current and future airport mangers?

Formal training and education programs for airport managers include the program that leads to the degree in aviation management. Such programs are courses in engineering, management, accounting, finance and economics, business and aviation law, airline general aviation and airport management.

            Airport hierarchical organization chart structure is one of the airport’s management structures that best show how the airport is organized at given point in time. The airport organization chart graphically illustrates the concept of chain of command and shows the flow of authority, responsibility, and communication. It is the visual representation of the organization structure. The chart defines and illustrates the hierarchy of the airport or airline’s safety leadership thus ensuring efficient movement of the cargo, passengers, and the aircraft. The organization chart enables the airport management define how the activities such as delegating task, coordination and supervision should be directed towards the achievement of the airport’s goals and objectives. It is a great way of improving the performance of the aircraft, employee and other stakeholders in a particular airport. The organization chart ensures effectiveness and efficiency in the services rendered by the airport authority thus improving aircraft, cargo and passenger movement.

            I agree that organization chart structure should be made flexible to adapt to the changing needs of the facility. This is because airports operate in a changing environment and thus the organization chart structure must adapt to the changing condition. The organization chart structure should be flexible to accommodate the duties, policies and theories that govern airport management, which changes over time. The chart has to be flexible since the transportation infrastructure is dynamic. New ways and method of operation, functionality, and management are devised every day. For instance, large cargo and passenger aircrafts are built and introduced into the industry. This suggests for changes in the management, operations and maintenance of the large carrying capacity aircrafts thus demanding for a change in the overall organization structure. Therefore, to cope up with these new changes, the chart structure must be dynamic and not static in order to accommodate the new changes. Additionally, the chart should be flexible to reflect the changing conditions that are experienced in the airport management, ownership and operation.
