Restorative justice concepts involve focus on the needs of both victims and offenders, in which offenders assume active responsibilities in accepting their guilt and repairing the harm in victims’ lives. One correctional policy that can be the outcome of restorative justice concepts is the conception that rather than offences against the government, crimes are offences against the community. This concept implies that the justice system should apply civil law, rather than criminal law, as the primary set of criteria in the correction of behavior among offenders (Kurki, 1999). A second concept is focus on the collective unburdening of suffering and pain for offenders, victims, and the community to influence healing and restoration for all stakeholders. This means that the parties should engage in creation of agreements among them aimed at preventing recidivism and promoting safety through righting the wrongdoing. This would involve allowing victims direct roles in judgment processes in the aims of healingto reintegrate offenders into the community, striving to restore harmony, wellbeing, and health, and enhancing personal accountability. These values are more compatible with minor crimes with non-permanent effects, such as theft,than major ones with permanent effects, such as murder (Kurki, 1999).

Juveniles of color have higher rates of contact with police than white youths because of residential patterns by race, police presence disparities, and geographical segregation factors. Curfew regulations are more common in cities than in suburb environments, while youths in suburbs who use and sell illegal drugs are more likely to do so in their homes, in contrast to use and sale in public space among youths in urban areas (cities). These aspects increase the probability of police contact among minority racial groups compared to Whites. Schools and residential areas populated mainly by minority communities, including Native American, African-American, and Hispanic communities, have higher police presence, resulting in the criminalization of ordinary behaviors among adolescents, such as consideration of schoolyard fights as assaults. Research in 2000 established sharp racial differences in the criminalization of behavior, with black students being the subjects of references to police stations for infractions that are more subjective and less serious in terms of interpretation than white youth (Rovner, 2014).
