Sample Annotated Bibliography Paper on Sterilization of the Handicapped or Mentally Disabled

The article by Human Rights Watch talks of how women with disability are highly vulnerable to sterilization. It further observes that such sterilization is mostly nonconsensual. Coerced sterilization is often undertaken under the guise of others having given consent in the name of the woman with disability, or on grounds of legitimate medical care[1]. Forced sterilization, according to Human Rights Watch, is a form of discrimination and prejudice against handicapped or disabled women. This is because it contravenes various international human rights treaties that seek to safeguard the freedom women with disabilities in regards to making reproductive choices[2].

Forced sterilization is normally carried out on mentally handicapped women on various grounds including menstrual management, population controls, pregnancy prevention (especially if the mentally handicapped woman is sexually abused), and for personal care reasons. As the government, legal and medical professionals continue to justify and debate the issue of forced sterilization in many countries, the International Human Rights Standards safeguards the rights of this vulnerable group. In this way, members of this group can make informed sexual choices, including forced sterilization. Thus, forced sterilization is not only seen as a contravention of a woman’s human rights in regards to informed consent, but also as a kind of violence[3]

When sterilization is for the best interest of the mentally handicapped women, then I think forced sterilization is necessary. This should be the case even in instances where the woman is not in a position to give meaningful consent. A mentally handicapped girl or woman is unable to make intelligent decisions on the serious burdens that often accompany the process of bearing and raising a child responsibly. Therefore, forced sterilization would, in my opinion, be in this case seen to represent the best interests of mentally handicapped girls and women.
