After the research and development, the next stage is to be manufacturing and then marketing. It operates mainly by grants from the federal and state governments in addition to donations from other philanthropic organizations.

It is medium in size having about sixty-two employees and between thirty to forty volunteers at any given time. The organization plans to introduce other environment-friendly products in the market.

Region

(Coastal, Inland, or Southern)

It is in the West Coast of the United States, the state of California. The organization falls within the city of Berkeley that has an approximate population of 110 000 people. The town occupies an area of about eighteen square miles, a significant portion of which is under water.

Type of event, training, or exercise: (actual event, table top, functional or full-scale exercise, pre-identified planned event, training, seminar, workshop, drill, game, etc.)

Summary of the Disaster:

The city falls within a major fault line and is therefore susceptible to earthquake. The San Andreas faultline is capable of producing earthquake of significant magnitude measuring over 7.0 on the Richter scale (National Research Council (U.S.) & National Academies (U.S.). (2012). National Research Council (U.S.), & National Academies (U.S.). (2012). In the 1906, there was an earthquake of 7.8 magnitude. A number of the staff felt earth rumbling and this could be a precursor to a major earthquake. A major earthquake then happened lasting between thirty seconds to one minute and measuring 7.8 on the Richter scale. It was followed by serious aftershocks of various magnitudes over the next ninety-six hours. The result of the disaster was huge on both the community and the organization. It ranked between severe and catastrophic. The city experienced about 50 000 deaths while the organization lost thirty-one people. Another person died afterwards as result of contamination with the H1Z1 virus and there was possibility of further deaths due to the deadly virus.

Over half of the infrastructure in the area got destroyed straining much of the public amenities. The company has to suspend its research on the product and even the release into the market has to get delayed. Communication, transport and medical emergency services are strained and will remain so until the federal government intervenes.

DRP Documents: (e.g., disaster recovery plan, backup plans etc.) Include specific details about the documents, including completeness.

The disaster recovery plan was available. Business Impact Analysis document was also available but not completed. The disaster preparedness plan that was available was not detailed. The other document was backup recovery plan.

Post-Disaster Response Summary:

The committee members took details of the incident including the number of those injured and dead among other details. They set up a command center to coordinate the rescue process. They investigated the situation to assess the additional help they might require from outside. The committee followed the disaster recovery plan and made calls to entities in the plan to find primary and alternate sites to work from after the disaster.

Considering the scale of loss of life and destruction of property, a massive emergency service involving both the state and federal government begins. The injured receive medical care in the available facilities while the rest get referred to proper medical facilities. The huge destruction of infrastructure renders key facilities redundant. Therefore part of the rescue process is to restore the facilities back to usability.

Strengths of Disaster Response EVALUATION

Strength #1:

Strength Details:

Summary of Strength:

The entire city, like many parts of the United States, had good social amenities that could sustain it in the incident of disaster. These came in handy in the earthquake. Extensive communication and transport network were major strengths in the disaster. These followed extensive investment by both the federal and state government in infrastructure.

Contributing Factors:

Plans

Extensive investment by both the federal and state government in infrastructure to improve the living standards of its citizens is commendable. They came in handy during the disaster. Long term plans by both the federal and state governments together with investment in social amenities is the reason for the present state.

Policies

The federal and state government policy on empowering its citizens through providing the necessary social infrastructure is responsible for the availability of social amenities in the state.

Documents

Economic and social blueprints of political leaders usually outline their areas of priority in development. These usually include infrastructural development among other areas of priority. As a result, they are bound by their blueprints.

Positive Consequences:

The ready and good state of infrastructure made sure that communication to the police, rescue teams was swift and so they could respond in good time. The good transportation was important in ensuring the evacuation of people from the area and quick supply of the humanitarian support.

Internal arrangements that focused on business continuity made sure that they were ready for such an event.

Ways to Improve:

There is need to invest further in the capacity of the infrastructure to handle a major disaster such as an earthquake. Their limited capacity caused strain during the disaster. Consequently, the service offered was not the best.

Strength #2:

Strength Details:

Summary of Strength:

The city of Berkeley also had emergency services such as fire department, search, rescue, police and the emergency medical departments. These were very necessary, considering that the city was an earthquake fault line.

Contributing Factors:

Plans

The knowledge of the area as an earthquake fault line and from the history, there was a need to invest in emergency response facilities. Consequently, there were investments by the local community and city in emergency services such as fire, rescue and medical personnel that could help in the event of a calamity.

Policies

Disaster preparedness constitutes a major area of priority for the municipal authority. Even when there were budgetary cuts across the board, the emergency response departments had only minimal cuts. These helped during the disaster.

Documents

Successful intervention and operation of the emergency and medical departments require that they have defined documents that guide them on the process of intervention. A document on disaster preparedness from the municipal authority is most important.

Positive Consequences:

The emergency response services ensured that the rescue process started immediately and so many lives were saved. The fire department, rescue and the police among many others got into action immediately to minimize the loss of lives. The amount of loss could have been more if they did not act in time.

Ways to Improve:

The community should also be as prepared as possible by setting aside a portion of the budget to the emergency response services. The municipal authority should invest in early warning system for earthquake and disasters. Whenever they have that, any such disaster will find the peoples prepared and the level of loss will be minimal. Fires and floods that resulted from the earthquake persisted for weeks mainly because of the inadequate effort from the emergency response; it could have been better.

Strength #3:

Strength Details:

Summary of Strength:

The organization had developed internal mechanisms to mitigate the impact of such disasters. They had a committee in place that would be responsible for any operation in the event of a disaster. They had also invested in business continuity planning and disaster recovery. The necessary documents were also in place.

Contributing Factors:

Plans

The company had business continuity and disaster recovery plans in place. Consequently, they secured the data of the company and employees. The alternative sites for work would enable the business to shift to suitable place in case of emergency like the earthquake.

Policies

Disaster preparedness is a major policy of the organization. The company had a policy to train an internal team to respond to any disaster. They would be responsible for acting on the disaster recovery plan and business continuity documents, among other documents. The committee would co-ordinate the emergency response process and set up a command system among other things.

Documents

Important documents in the instance of a disaster were available. These are Back up recovery plan, Disaster recovery plan, Business impact analysis plan and disaster preparedness plan. They were able to follow the disaster recovery plan in the process. However, the business impact analysis and disaster preparedness were not complete.

Positive Consequences:

The committee was helpful in setting up a command system to coordinate the rescue process. They made the necessary contacts with the listed entities that could offer primary and alternate working sites for the business. That was important for the continuity of the business and mitigating the impact of the loss.

Ways to Improve:

The team that is responsible for rescue and communication operations should have better training if they are to be effective in disasters. In this case, they were at loss on what to do when some of the documents they had did not contain the necessary data. The command center in case of a disaster should be under the care of an experienced professional who is able to disseminate the proper information. They were not able to find employee names, address and contacts.

Areas for Improvement of Disaster Response EVALUATION

Area for Improvement #1:

Area for Improvement Details:

Summary of Area for Improvement:

At the time of the disaster, the economic status of the entire state of California and the LPHG was in dire status. The economic downturn made the response to the disaster poor and slow. The company had limited funds to initiate the disaster preparedness activities. The company should always factor that in its budget.

Contributing Factors:

Plans

Long term plans and investment in emergency response and disaster preparedness will help to overcome the short term impact of economic downturn. The company should have asked for grants and donations from the government and other organizations so as to invest in disaster recovery.

Policies

The budgetary process for the organization should involve an allotment for disasters. Hiring professionals as part of its disaster recovery team should be part of its policy change.

Documents

Important policy documents by the municipal authority requiring companies to set aside a portion of their budget to emergency will ensure that they do not spend all of their finances on capital and other expenditures at the expense of emergency response. If need be, they may have to borrow to finance emergency response.

Consequences:

Inadequate budgetary allocation made the departments rather clumsy in their response. The emergency facilities got so strained for another 6-8 weeks after the disaster. The fires that could easily get put off went on for another week among others. The population continued to fear the spread of the dreaded H1Z1 virus, because the hospitals were not fully functional to stop it.

Ways to Improve:

Organizations should cater in their budget for any emergency. Focusing on the business continuity and disaster preparedness ensure the business progresses even after a major disaster. The local community should be prepared with sufficient amount of resources, both human and financial to combat a disaster.

Area for Improvement #2:

Area for Improvement Details:

Summary of Area for Improvement:

Early warning systems for such major disasters should be put in place to reduce the impact of such disasters. The municipal authority together with the organizations should invest in the system for the future. Additionally, the buildings and infrastructure design should be those that can withstand an earthquake.

Contributing Factors:

Plans

Elaborate plans by the Berkeley city authorities and the community can ensure they invest in the system. Buying the facility in addition to training professionals on its usage should be a major shift in plan. The plan needs to be preventive rather than responsive (Smith, 2011).

Policies

The policy should be more preventive rather than responsive. The engineers in the city ought to desire more resistant buildings so that the level of loss in the present earthquake does not happen again in the future.

Documents

Important municipal authority documents that articulate the above resolution should be made available to all the citizens. The compliant engineers should get recommendation letters from the authorities.

Consequences:

The consequence of the investment is that the citizens will be aware of an impending earthquake and leave the area to protect their lives. Many lives will be saved in the process. The buildings with better architectural properties will withstand the earthquake and just have minimal damage depending on the strength of the earthquake.

Ways to Improve:

The purchase of the warning system together with training professionals for the work will ensure the community is better prepared. The levels of casualties will also reduce.

.

Area for Improvement #3:

Area for Improvement Details:

Summary of Area for Improvement:

The necessary documents were available except some of them were either not detailed or incomplete. Documentation should be complete and accurate.

Contributing Factors:

Plans

The organization should have plans to train proper people for the sake of accurate and proper documentation. It will bring clarity. They may also enlist the services of another firm to help in that.

Policies

Safe storage and backing up of documents should be a major change in policy. An entire department should be committed to proper documentation and safe storage.

Documents

Important documents that help in the event of emergency were all available in the organization. The company had necessary documents. These were Back up recovery plan, Disaster recovery plan, and business impact analysis and disaster preparedness plan. Some of the documents were no detailed and the other was not filled.

Consequences:

The process of rescue was rather uncoordinated because the some of the documents were not comprehensive. The process of trying to get the employee address and contact was difficult because the document was not complete. The disaster recovery plan that was available helped them navigate well, but only to an extent.

Ways to Improve:

The documentation within the organization should be accurate and updated (Aldrich, 2012). For example, the business impact analysis document that should contain employee information was not filled in. It caused much confusion making the team unable to communicate. A key area for improvement is to ensure that such crucial documents and others conform to the expected standards.
