A large percentage of the taxpayers’ money is usually utilized in the education sector. It is no news to hear a vast majority of students dropping out from school because of their inability to pay fees. It is with this profound reason that the government is currently using the taxpayers’ money in a bid to subsidize school fees.     Today, students from poverty stricken areas are now able to attend various colleges and universities simply because they can afford to pay the highly reduced fees. Students with high academic qualifications befit from this scheme and in return provide their services to the country. This results to an improved economy as most graduates join the country’s workforce with the intent of increasing productivity. In addition, this scheme promotes equality between the rich and the poor as both are able to access affordable quality education. Also, whenever external benefits exist, the social demand exceeds the market demand.

Private and social costs divergence assists in explaining why people do not have the incentive to keep auto exhaust control devices at optimum working conditions.  Private costs refers to the cost incurred by a firm that either produces or consumes a given product or service. On the other hand, social costs refer to the total cost of resources used in a particular production activity. Market incentives promote environmental destruction since the polluter benefits when the external costs are substituted with private cost. This is because maintaining a well-working exhaust system would require private marginal costs. Additionally, the market demand of cars exceeds social demand due to external costs which include pollution and congestion. Hence, there is need to either alter market incentives or bypass them to remedy market failures. Furthermore, charging emission fees will result to an adjustment of the market incentives by increasing private marginal cost. Consequently, this would result to a lower output thereby reducing the gap between social and private costs.
