In his article, Critique of Institutions to an Institute of Critique, Fraser shifts from the trend of dismantling the existing art institutions by criticizing the works of art exhibited inside them. Art institutions have faced a lot of criticism from various quotas on what they exhibit. Some people have argued that whatever is found in the art galleries, museums or any other art institutions sometimes do not meet the threshold of a real art (Murawska-Muthesius and Piotr 49).

Fraser argues that critique of institutions was given undue attention and respect yet it was unfairly contributing to the death of many art institutions, which should be allowed to exist (Fraser). These institutions were branded unfit and not recommended to continue operation unless they change or update what they have in their galleries. Fraser affirms that art appreciation varies from one person to another, and that two people would never look at a piece of artwork in the same way (Fraser). The mere fact that one person does not find value or appreciate work of art does not mean that it does not qualify to be in the gallery.

He further states that art is not defined but personal opinions of groups of people but is defined by its recognition (Fraser). When the practices or people recognize work of art and can discuss it then it is an art. Art is art because it can be evaluated and valued as art and should be received and consumed as an art by the people who come to view it. Works of art existing in an institution should therefore not be judged based on the opinion of the experts, but on the recognition, it receives from the viewers.
